What is a Petticoat dress?

If you are looking for a Petticoat dress you will probably end up here, in this blog, as such a thing as a petticoat dress doesn’t actually exist. Perhaps it might be a good idea for designers to include a mini-purse in the lining of your petticoat dress, large enough for your cash card and smartphone?
